5a. The International Program Committee (IPC)The ISEA Board, with the assistance of the Host Organization, is responsible for appointing an International Program Committee (IPC) consisting of the best experts in their field. The role of the IPC is to jury applications submitted for inclusion in the event.
Composition of the IPC:
1. The IPC comprises approximately 15 members.
2. The expertise of the IPC members will be specifically suited to the disciplinary themes and sub-topics of the Symposium.
3. The ISEA board, with the help of the Host, will assemble a list of IPC candidates. In consultation with the Host, the ISEA board shall determine the IPC membership.
4. Other considerations in selecting IPC members include: proximity to the site of the symposium, diversity of gender and cultural heritage, and representation from each continent.
5. The IPC shall include a member responsible to the Diversity Guidelines in section 5e.
Operation of the IPC:
1. The IPC is responsible for an appropriate balance of different disciplines in the program.
2. IPC members shall be permitted to submit work in the category for which they are selecting proposals. However, they will excuse themselves from voting on their own submissions to avoid conflict.
3. The IPC will select a chairperson who reports to the ISEA Board and the symposium host. Each IPC member shall chair or co-chair at least one sub-topic of the conference.
4. The IPC will conduct a double-blind review and selection of submissions by at least two members with backgrounds appropriate to the proposal topic. The methods used for this process may vary from one event to the next, however the following issues should be considered:
a. Over 1000 proposals can be expected.
b. The experts enlisted for the IPC will have little time to devote as they have other pressing commitments.
c. Prospective hosts should consider the use of the Internet and submission Web-sites as a way to reduce the need for mailing, delays, and potential loss of material.
5. The following is a step-by-step description of how previous successful symposium organizers have handled this process:
a. A pre-selection of received materials by the Host removes inappropriate work from selection (i.e. work that has no relation to art, or is not realized with electronic means) and categorizes the rest.
b. The Host creates a database to administer the process.
c. The Host sends submitters a notice telling them the material has been registered and when they can expect a response.
d. Copies of proposals are sent/delivered or otherwise made available to at least two IPC members appropriate to the topic. Expect that each member will get approximately 30 proposals to review and respond to via email to the Host. (Since the IPC members are experts and busy, expect the deadlines to slip.)
e. The Host decides from the results which proposals get selected for the event. In event that a proposal gets a high score from one judge and a low score from another the Host has the right decide based on what it deems best for the event.
f. On the basis of the selections and input from the IPC members the Host envisions an interesting, varied and broad symposium program.
g. This program is put to the IPC for review and comment.
h. Concurrently the Host must review proposals for the event’s exhibitions, concerts, performances and electronic theater. It must decide which are appropriate and technically/financially realizable.
i. Once selection is finalized, the Host must send its decisions to all successful and unsuccessful proposers along with reviewers’ comments. The host may allow correspondence between reviewers and submitters at this point if both parties are willing. However selections will be unaffected by this correspondence.
j. Successful submitters will be told to arrange their own funding for their presentations/travel/etc.
k. The Host will expect an immediate and copious response including: questions, requests, and demands.
6. Timing of selection and notification will ensure that those selected will have time to prepare for funding.
7. The names of the IPC members shall be prominently published in the proceedings indicating their fields of expertise and the sub-topics they represented at the symposium.
8. Conference proceedings including presented papers will be published and distributed to those participating in the event.

5b. The Local Operations Committee (LOC)
The Host shall create, with approval of the ISEA Board, a Local Operations Committee that will organize site-related efforts for the event. It is expected that the members of the LOC shall be drawn from the Host’s regional community.
Composition of the LOC:
1. The Host will announce to the ISEA membership that is it seeking individuals to serve on the LOC.
2. The Host will seek suggestions from the ISEA Board and Committees for members of the LOC.
3. The LOC comprises as many members as the Host finds necessary.
4. Members of the LOC may serve on the IPC if formally selected (see IPC guidelines).
5. One or more members of the LOC will be designated to liaison with the ISEA Cultural Diversity Committee.
Operation of the LOC:
1. The names of the LOC committee members will be prominently published in the event literature indicating their contribution.
2. The LOC will assist the Host in administrative and operational tasks required for the event. These include, but are not limited to procuring a site, organizing activities, publication of literature and proceedings, promotional activities, fund-raising, and event-related activities.
3. The LOC will assist the Host in local and international out-reach to artists and
audiences who might otherwise have limited exposure to the Electronic Arts.

5c. ISEA and ISEA Headquarters
ISEA Headquarters is the organizational center for ISEA. ISEA’s Board and officers may be contacted through its headquarters staff. ISEA is responsible for the following:
1. ISEA coordinates the continued occurrence of the symposia.
2. ISEA nominates all members of the IPC in consultation with the Host Organization.
3. ISEA consults for and, in agreement with the Host, confirms appointments by the Host Organization for the LOC.
4. ISEA will supply its electronic networks and database of addresses to the Host Organization.
5. ISEA headquarters will actively promote the Symposium, and will acknowledge the Host Organization as the producer of the event in all communication related to the Symposium.
6. ISEA will assist in the distribution of the Preliminary Program (print and electronic form).
7. Through its Board of Directors and advisory committees, ISEA will provide advice, guidance, and consultation.
8. ISEA will hold a General Membership meeting during the Symposium, preferably during the final session. Time and site are decided in consultation with ISEA. This meeting will be announced in the Preliminary and the Final Program.

5d. Host Organization
The Host Organization is the agency in charge of producing the event. In agreement with ISEA’s Board it helps create the LOC and IPC as described in 4a and 4b. The LOC and IPC are accountable to the Host Agency and ISEA. The Host is responsible for the symposium’s performance according to these guidelines and to the goals of ISEA.
