WORD FROM THE CHAIRMAN



Dear ISEA Member,



Presently, I am establishing contact with ISEA members in the Asian region

(Australia, Japan, Singapore, Indonesia, Philippines, Malaysia, China,

Vietnam) to discuss the installation of an Asian Branch of ISEA.

It is my opinion that the fast economic growth in this region, accompanied

by a keen interest in modern technology, will create an environment in

favor of new metamorphosis of traditional Asian art. An increased interest

in hi-tech art forms may be anticipated.



A survey of the past Electronic Art events shows, however:

1. That many of the events take place in the industrialized countries.

2. The contribution of the Asian countries is rather limited.



Clearly, electronic art is an aspect of the Asian culture that will have

to be developed. As far as my present location is concerned, the

traditional Indonesian art amalgamated with new technology will, no doubt

produce intriguing results!



I would like to hear your opinion on the subject and appreciate your

participation to develop the initiative. Hope to hear from you soon,

THE 5TH INTERNATIONAL SYMPOSIUM ON ELECTRONIC ART ISEA94

Helsinki august 23-28, 1994



The 5th International Symposium on Electronic Art will take place in

Helsinki, Finland in 1994, August 23rd through 28th. ISEA'94 Helsinki will

be a lively forum for scholars, artists, critics, scientists and educat-

ors, all those who share a professional interest in the electronic media.

In addition to approximately 200 international participators, the

organizers expect a total attendance of 10.000 visitors.



BACKGROUND

The International Symposium on Electronic Art was conceived in 1988. The

subsequent ISEA Symposia (Utrecht 1988, Groningen 1990, Sydney 1992,

Minneapolis 1993) have been major meeting points for electronic arts

specialists and have displayed a systematic and interdisciplinary approach

to the problems and potentials of electronic art.



Following this tradition, the Helsinki Symposium will present new insights

into the aesthetic, philosophical, cultural and social implications of

computer technology and electronic media, with a strong emphasis on

intermedia, interdisciplinarity and new applications. ISEA94 comprises an

academic programme - a symposium with papers, panels, poster sessions and

workhops - and a large-scale artistic programme with exhibitions, con-

certs, performances, network projects, screenings and listenings.



FOCUS

In addition to  more general topics related to the electronic arts, the

organizers of ISEA94 encourage discussion on four themes:



SPACESCAPES - Configurations of Space and Landscape in the Electronic Arts

HIGH&LOW - Cultural Histories of Technology

THE NEXT GENERATION - Questions on the Future of the Electronic Arts and

ELECTRONIC ARTS IN  UNIVERSITIES - The Pedagogical Challenges of Electro-

nic Media.



In addition, the organizers of ISEA94  wish to promote artistic and

scientific interaction between the West and the Post-Communist East.

Another specific interest of ISEA94 is to lay particular stress on

electronic sound and music in their diverse forms.



ORGANIZERS

ISEA94 will be hosted by the University of Art and Design Helsinki. UIAH

is among the leading art & design universities of the world, with an

established tradition of conference management.  Several members of the

ISEA'94 organizing committee have been active in the MuuMediaFestival, a

cutting-edge event in the electronic arts. Participating institutions

include: The University of Art and Design Helsinki UIAH (host),

Sibelius-Academy, Theatre Academy, The Academy of Fine Art, Helsinki

University of Technology, The Promotion Center for Audiovisual Culture

AVEK, The Museum of Contemporary Art, Helsinki Festival, Otso-Gallery,

CARTES Computer Arts Center at Espoo, The Finnish Science Center Heureka,

AV-Ark/ MuuMediaFestival and the Finnish Broadcasting Company.



ENDORSEMENT

The ISEA'94 Symposium is endorsed by ISEA, Inter-Society for the

Electronic Arts and ISAST, Leonardo; the International Society for the

Arts, Sciences & Technology.



PUBLICATIONS

ISEA'94  will publish a catalogue with articles and descriptions of the

art projects. A selection of the proceedings of the ISEA'94 Symposium

will  be  published  in  the International Journal  on  Electronic  Art,

a collaboration of ISEA and Leonardo.

ISEA94 ISSUES & PROJECTS



SPACESCAPES - Configurations of Space and Landscape in the Electronic Arts

The electronic arts create new sets of spatial concepts and experiences.

ISEA94 assesses the aesthetic and social implications of this paradigm

shift. The topics addressed may include: Spatial Aesthetics: topographies

of art and experience; Merge - Immerse: the merging of human and

electronic space and of inner and outer space; Programmed Spaces: the

natural, cultural and social environments of the electronic era; Caught in

a Net?:  the hopes and fears of future network technology; etc.



HIGH & LOW - Cultural Histories of Technology

ISEA94 aims at a critical investigation of 'high' an'low', a pair of

opposing terms used to designate both technology and culture. The topics

addressed may include: High Tech vs. Low Tech, High Culture vs. Low

Culture: a role for a technological cottage industry? The cultural history

of the individual's response to media: high tech meets low human?

Spectacular Technologies: historical perspectives on spectacle apparatus;

etc.



THE NEXT GENERATION -  Questions on the Future of Electronic Art

ISEA94 looks to the future of electronic media and its young users by

focussing on questions of psychology, learning and ethics.  The organizers

encourage discussion on the following themes:Virtual Literacy: what are

the narrative structures and patterns of reading  brought about by

multimedia and computers ? From Desktop to the Workroom:  views of  future

interfaces; Interactivity or Interpassivity?:  will interactivity pave the

way to a technological paradise? What about the role of gender in

interactive systems?; Game Aesthetics:  Will computer games really advance

learning? What about ethics in a world based on illusions? etc.



ELECTRONIC ARTS IN UNIVERSITIES - The Pedagogical Challenges of Electronic

Media

The University of Art and Design UIAH will host an international meeting

of teachers and students at the ISEA94 Symposium. The Electronic Arts at

the Universities Session enhances the interchange of ideas between

different universities and aims at a comparison of pedagogical ideologies

and practices in electronic art education.



SOUND & MUSIC

ISEA94 wishes to lay stress on the importance of electronic sonic arts,

from computer music to sound environments, from techno to radiophonics.

The organizers encourage a wide participation of artists and specialists

in this area.



EAST MEETS WEST

The interchange of ideas between electronic art specialists from the West

and the Post-Communist countries of Eastern Europe is one of the aims of

ISEA94.  In addition, the organizers plan to arrange a "Cruising Session"

from Helsinki to St. Petersburg in the context of the Symposium.



THE HELSINKI MEDIASCAPE

Produced by the major art universities for ISEA94, the Helsinki Mediascape

is an experiment in interactive television/network art/electronic

landscape. The project reaches its climax, hopefully on broadcast TV,

during the Helsinki Festival's Night of the Arts, a popular culture

carnival with art venues and action all over Helsinki.



ISEA94 GAME ARCADE

The newest trends in arcade games and interactive teaching applications

will be demonstrated at ISEA94 in a makeshift arcade game hall in the

center of Helsinki. The ISEA94 Game Arcade probes the interface between

education and entertainment (coined as "Edutainment").



ISEA94 HELSINKI:SPACES & EVENTS



Helsinki is the marine cultural capital of Finland, with the principal

cultural institutions of the country.  ISEA94  takes place at the end of

August, a particularly convenient time for visiting Helsinki: usually it

is quite warm, and the city is bursting  with energy as the people return

from their vacations. ISEA94  coincides with Helsinki Festival, the

capital's major cultural festival. Both events culminate in the 'Night of

the Arts' -  a cultural carnival that fills the town with artistic action.



The events of ISEA94 will occupy different spaces in and around Helsinki.

proud to present a  new telematic art installation.  Based in Brighton,

England, this installation is accessible by telephone from anywhere in

the world.

We invite you to telephone our answering machine in the gallery and leave

gallery will be transferred to a bank of tape loops and will be replayed

CALL FOR FAX ARTISTS!

The OtherArt Gallery, an alternative veiwing space located on the Southern

Oregon State College campus (Ashland, Oregon) is currently accepting faxes

for an all new fax exhibition entitled "Faxing Realties".

The intent of this show is to challenge the viewers in their definitions

of "ART"; subject matter is open.

The show itself will be open from July 12th through August 13th. Over the

course of the running time, images will be replaced as new ones arrive,

either weekly or biweekly depending on the number of responces. Faxes are

currently being accepted and will continue to be until one week prior to

the show's closing.

Artists submitting work are encouraged to create and send a label as well,

                   Artificial Intelligence Review Journal



                              Special issue on

                               INTEGRATION OF

                   NATURAL LANGUAGE AND VISION PROCESSING



Although there has been much progress in developing theories, models and

systems in the areas of Natural Language Processing (NLP) and Vision

Processing (VP) there has been little progress on integrating these two

subareas of Artificial Intelligence (AI).



It is not clear why there has not already been much activity in in-

tegrating NLP and VP. Is it because of the long-time reductionist trend in

science up until the recent emphasis on chaos theory, non-linear systems,

and emergent behaviour? Or, is it because the people who have tended to

work on NLP tend to be in other Departments, or of a different ilk, to

those who have worked on VP?



Whatever the reason, we believe it is high time to bring together these

two areas of AI research. In this endeavour, we are calling for papers

for a special issue of AI Review Journal dedicated to site descriptions,

surveys, tutorials, and viewpoints on integrated NLP and VP research.

PRISMA ART GALLERY PRAGUE

September 5-12, 1993, Prague, Czechia.

The award winning artworks from the 1993 PRISMA prize are on show in

Prague at the ULUV Gallery, Narodny Vernissage.

"The artist conquers the computer" - This is the motto behind the

decision of the jury of the international PRISMA Prize for Computer

Art 1993, awarded by the Hamburg Cultural Foundation and worth a

total of DM 21,000.00. From over 800 works submitted by 248 participants

from 25 nations, the jurors decided on three first prizes to be

awarded equally in the three categories Interaction, Painting and

Animation. Furthermore, the jury highly commended six other entries.

By awarding the PRISMA Prize for Computer Art, the Cultural Foundation

documents its commitment to what is still a relatively young genre of

modern art.

The PRISMA Prize is supported and donated by the company PRISMA

Computertechnologie Handelsgesellschaft mbH, Hamburg.

tists and their institutes, making it easier for the institutes and

individual members to share expertise with each other. The aims of the

Inter-Society are to promote a structured approach to electronic art and
